With Clippit, you can clip:

Clippit is super easy-to-use. Simply select a TV show that’s on the air, select the start and end point for your clip, and share it with your friends on Facebook and Twitter.

Note that Clippit does not stream TV shows or retransmit shows. It only displays still images from the show that enable you to create a short clip. Clips can be up to 30 seconds max.
